We'll want a static IP address for our GitLab installation

* We should have a static IP such that it's a tad easier to manage DNS
  * If the ingress is accidentally removed, we can simply reapply the
  ingress config with a static IP address
* We already have started this install, so let's take our existing IP,
make it static, and make terraform know about it
